Cities 2023 Scoring Methodology
This document provides the full details of the Cities 2023 Scoring Methodology with a complete breakdown of the scoring criteria. Within each scoring band, there are different criteria that points are awarded for. For example, at the Disclosure (D) band, we check that you simply report on the existence of a Climate Risk and Vulnerability Assessment. Selecting any accurate response, even “not intending to undertake” will earn you Disclosure-level points for your thoroughness and transparency. At the Awareness (C) band, “not intending to undertake” will not earn any points, because conducting a CRVA is important for climate planning, and we want to encourage you to do so.
Jurisdictions must meet enough criteria in any given scoring band to advance to the next scoring band, see the Introduction to Scoring document for more information on scoring bands and thresholds.

Essential criteria | Awareness, Management and Leadership bands have essential criteria which must be met to receive a score within those bands. For example, regardless of whether all other criteria are met:

Scoring criteria | The row labelled "Points scored" lists what is checked for points for every question at each scoring band, in other words, the "scoring criteria". At Disclosure level, column names are simply listed as the criteria, as any response to these columns will be sufficient for the points. From Awareness to Leadership level, criteria is listed with the column name and the corresponding points allocated for each response a jurisdiction could provide. |
Points awarded | The row labelled "Total possible" shows the total points possible for the question at each scoring band. |
Best row scored | This applies to "Add row" table questions only. "Best row scored" means the highest scoring row will be scored. Where "Best row scored" is used in the same question, across multiple scoring bands, the same row will be scored across Disclosure, Awareness, Management and Leadership. |
Full Disclosure points must have been awarded to be eligible for points at Awareness level | A jurisdiction must have received full points at Disclosure on this question to be eligible for points at Awareness level. If they do not obtain full points at Disclosure, they will receive 0 points at Awareness. This ensures progression through the scoring bands. This prerequisite can also be found at higher scoring bands, for example, "Full Awareness points must have been awarded to be eligible for points at Management level" etc. If a prerequisite exists in order to score points within the scoring band at the question, it will be stated above the scoring criteria. |
Partial Disclosure points must have been awarded to be eligible for points at Awareness level | A jurisdiction must have received stated number of points at Disclosure on this question to be eligible for points at Awareness level. If they do not obtain the stated number of points at Disclosure, they will receive 0 points at Awareness. In some instances, this may mean we expect specific criteria at Disclosure to be met to be eligible for points at Awareness. This prerequisite can also be found at higher scoring bands, for example, "Partial Awareness points must have been awarded to be eligible for points at Management level" etc. If a prerequisite exists in order to score points within the scoring band at the question, it will be stated above the scoring criteria. |
